Launched in 2017, Atlantic Pilot helps Canadian employers recruit foreign skilled workers who want to immigrate to Atlantic Canada and international graduates who want to stay in Atlantic Canada after graduation.
From December 31, 2021, pilots will be discontinued and provincial approvals will no longer be issued. If you have a valid provincial certificate of approval, you can still apply for permanent residency under the pilot until March 5, 2022.

Atlantic Canada has one of the oldest populations in the country. A large number of workers in this province are retiring, and some new workers are coming.
While this is a problem across the country, it is particularly pronounced in four east-coast provinces: Newfoundland and Labrador, Prince Edward Island, New Brunswick and Nova Scotia.

The program will allow 6,000 newcomers to come to Atlantic Canada each year.

The Atlantic Immigration Pilot will officially close on December 31, but Immigration, Refugees and Citizenship Canada (IRCC) will still accept applications under the pilot with valid provincial approval until March 5, 2022.

Immigration is vital to the future of communities across the country, and nowhere but in Atlantic Canada. Over the past few years, Atlantic immigration pilots have brought and retained thousands of newcomers to the region. These new Canadians have helped improve communities, improve businesses, and grow the region's population.
Based on the success of the pilot, the Honorable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced the launch of the Atlantic Immigration Program. The new Permanent Program, which will officially open on January 1, 2022, will help the Atlantic Provinces attract the skilled newcomers needed to meet the economic and demographic challenges facing the region, such as labor shortages.
Originally launched in 2017, Atlantic Immigration Pilot has now brought more than 10,000 new permanent residents to Atlantic Canada. The participating employers have created more than 9,800 job offers in key sectors including healthcare, housing, food services and manufacturing. Most notably, more than 90% of applicants were still living in the area after 1 year; The retention rate is much higher than other programs.
The sustainable program retains 3 features that have made pilots so successful: a focus on employers, enhanced settlement support, and a collaborative approach across all Atlantic provinces. Immigration, Refugees and Citizenship Canada and the Atlantic Provinces have worked closely to design sustainable programs based on lessons and recommendations learned from pilot assessments. Changes include clarifying roles among partners, increasing employer support through training and strengthening the need for programs to ensure that newcomers can successfully establish themselves in the region.
Immigration, Refugees and Citizenship Canada is working closely with employers and provincial governments to ensure a smooth transition between pilot and permanent programs. Candidates with valid approval can start submitting application for permanent residence on March 6, 2022 under the new program.
