Decreto Flussi 2021 vs 2021 Italy work visa: what do you expect for the year 2022?

Decreto Flussi 2022 when does it arrive?

Decreto Flussi 2022 - Starting from 9 am on the tenth or fifteenth day, following the date of publication in the Official Journal, of the text of the Italy Decreto Flussi 2021, it will be possible to submit applications for authorization for non-EU foreigners.

The 2021/2022 decreto flussi or flows decree, provided for by law 40 of 1998, is a provision that each year provides for the maximum quotas of foreigners, to be allowed to enter our country, for work reasons or for family reunification.

The Decree of the President of the Council of Ministers of 21 December 2021 provides for 69,700 maximum quotas of admissions in Italy, of which 42,000, only for seasonal work entrances.

The flow decree or decreto flussi in 2022 also reserves 27,700 work permits for non-seasonal and self-employed work and conversions, of which 17,000, are reserved for entries for subordinate-non-seasonal work, in the following sectors:

Agriculture 

Construction 

Tourism

Only for citizens of non-EU countries who have signed or are about to sign cooperation agreements on immigration with Italy.


What does the new decreto flussi or flow decree reserve in 2022?

The main novelty of the 2021/2022 flows decree is the possibility of requesting the hiring of 20,000 non-EU workers for non-seasonal subordinate work, in the sectors we have previously indicated.

17,000 entries are allowed for these workers with citizenship of the following countries: Albania, Algeria, Bangladesh, Bosnia - Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana, Japan, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.

3000 quotas remain available to citizens of non-EU countries, who in 2022 will sign cooperation agreements on migration issues.

For the freight transport sector on behalf of third parties, the quotas are intended for worker drivers, holders of professional licenses equivalent to CE category licenses, citizens of countries that issue driving licenses equivalent to the CE category and convertible in Italy on the basis of current reciprocity agreements (Algeria, Morocco, Moldova, Republic of North Macedonia, Sri Lanka, Tunisia, Ukraine).


Flows Decree or Decreto Flussi 2021 quotas for self-employed workers

There are also 500 quotas for self-employed workers for:

1. Artists with a certain reputation,

2. Entrepreneurs who want to invest a minimum capital of 50,000 euros,

3. The directors and holders of corporate offices,

4. Freelancers who intend to exercise professions, recognized at national level by associations registered in lists kept by public administrations.


Decreto Flussi 2021/2022 conversion of residence permit?

With the 2021 flows decree, certain quotas are also envisaged, reserved for those who are in possession of a residence permit issued with another title:

1. 4400 quotas are intended for those who have a residence permit for seasonal work, to be converted into a residence permit for non-seasonal subordinate work;

2. 2000 quotas are reserved for those who have a residence permit for study, internship and / or professional training to be converted into a residence permit for subordinate work;

3. 200 quotas for those who have an EC residence permit for long-term residents, issued not by Italy, but by another member state of the European Union to be converted into a residence permit for subordinate work;

4. 370 quotas are reserved for those who have a residence permit for study, internship and / or professional training to be converted into a residence permit for self-employment;

5. 30 quotas reserved for those who have an EC residence permit for long-term residents issued by another Member State of the European Union, to be converted into a residence permit for self-employment.

Finally, 42,000 workers are expected to enter for seasonal work from the following countries: Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Ghana , Japan, India, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.

1000 quotas are reserved for multi-year seasonal work permits (entry into Italy for subordinate work, in the previous 5 years),

14,000 units for applications presented by professional organizations of employers, such as CIA, Coldiretti and Confagricoltura.


Decreto Flussi 2021 vs 2021: How to apply online?

You can submit a request for clearance for the recruitment of a non-EU worker, the following employers in possession of the SPID:

- with Italian citizenship,

- foreign citizen legally resident in Italy.

The application must be pre-filled and sent by the employer on the online application of the Ministry of the Interior: https://nullaostalavoro.dlci.interno.it:

At 9.00 am on the tenth day, following the date of publication in the Official Journal, of the text of the Decreto Flussi 2021 and 2022, for sending applications for non-seasonal workers, for self-employed workers and for conversions.

From 9:00 on the fifteenth day, following the date of publication in the Official Journal, of the text of the 2021 Flows decree, for the recruitment of exclusively seasonal workers.

All applications can be sent until December 31, 2022.
